Dutch Truck Toll 2026 – Frequently Asked Questions

From July 1, 2026, the Netherlands will introduce a new kilometer-based toll for trucks over 3,500 kg. This toll will replace the Eurovignette and will apply to all trucks driving in the Netherlands, including those of foreign carriers. In this FAQ, you can read about what will change, who must pay, and how to prepare your vehicles for the new system.

The planned start date is July 1, 2026. From that date, the Eurovignette for the Netherlands will disappear, and all trucks over 3,500 kg (categories N2 and N3) will pay per kilometer driven on highways and certain N-roads.

The implementation is handled by the Ministry of Infrastructure and Water Management (IenW) in collaboration with RDW and Rijkswaterstaat.
According to the government, the project is on schedule, but potential planning risks are being considered because it is a large and technically complex system.

Can the start date still change?

It cannot be ruled out. The government has indicated that the preparation process is intensive and that there remains a small risk of delay.
So far, no official postponement has been announced, but sector organizations (such as Evofenedex) are monitoring the situation closely.

What does this mean for carriers?

It is advisable to assume now that July 1, 2026, will be the actual start date.
This gives you time to register your fleet, install OBUs, and properly set up all contracts.

 

With the Telepass K1 (TruckMaster) or the Toll4Europe (TollMaster), you are already prepared — once the Dutch system goes live, the toll can be easily activated via an additional addendum.

Yes, the Dutch truck toll applies to all trucks driving in the Netherlands, including those that only pass through the country on their way to another destination.

This means that both Dutch and foreign transport operators must ensure that their vehicle is registered and equipped with a valid On-Board Unit (OBU), such as the Telepass K1 (TruckMaster) or the Toll4Europe (TollMaster).

 

The toll applies to:

  • All vehicles with a technically permissible maximum weight of more than 3,500 kg (categories N2 and N3)
  • Both owner-drivers and transport companies
  • Both domestic trips within the Netherlands and transit trips (for example Germany–Belgium or France–Denmark via the Netherlands)
  • Do you regularly drive in multiple countries? In that case, choosing a European OBU is a smart option. The Telepass K1 (TruckMaster) and the Toll4Europe (TollMaster) automatically pay tolls in the Netherlands and in most neighboring countries, so you don’t need to use a separate system for each country.

 

This helps you avoid hassle at the border and ensures that you immediately comply with all European toll requirements.

The Eurovignette will be discontinued in the Netherlands as of 1 July 2026. From that date onward, the new Dutch truck toll will apply, based on kilometers driven, vehicle weight, and CO₂ emissions.

 

In the other Eurovignette countries, the following changes apply:

  • Belgium – has been using the Viapass system since 2016 (kilometer-based toll via OBU). The Eurovignette is no longer valid there.
  • Denmark – has applied a CO₂-based kilometer charge since January 2025 and has therefore also withdrawn from the Eurovignette system.
  • Luxembourg – will continue to participate in the Eurovignette system for the time being. The vignette therefore remains mandatory there.
  • Sweden – will continue to apply the Eurovignette for now, but only for heavy trucks over 12 tonnes driving on main roads and motorways.

 

In addition, Sweden applies separate toll charges:

  • the Øresund Bridge (between Malmö and Copenhagen),
  • the Sundsvall Bridge,
  • and congestion charges in Stockholm and Gothenburg.

 

The Telepass K1 (TruckMaster) already covers these separate toll charges (bridges and urban zones). This means that customers using a K1 box do not need to make separate payments for:

  • Øresund Bridge (Malmö – Copenhagen)
  • Stockholm congestion charge
  • Gothenburg congestion charge

 

For the Eurovignette itself (the general Swedish motorway charge for trucks over 12 tonnes), the following applies:

  • it is not yet settled via the K1 box,
  • the vignette must still be purchased separately via the official portal eurovignet-online.nl.

 

Because the Netherlands and Denmark are withdrawing from the Eurovignette, some parties expect a price revision, but there has been no official confirmation so far. When Belgium and Denmark previously left the system, the tariff remained unchanged. For now, the Eurovignette will therefore continue to exist with the same pricing structure, but only for Luxembourg and Sweden.

 

In summary:
As of 1 July 2026:

  • the Eurovignette is only mandatory in Luxembourg and on Swedish motorways for trucks over 12 tonnes,
  • with the Telepass K1 (TruckMaster), you can automatically pay for the Øresund Bridge and the Swedish urban toll zones,
  • and with the Telepass K1 (TruckMaster), you no longer need separate tickets for these routes.

Registration for the Dutch truck toll is fully automated via an On-Board Unit (OBU), a small device in the cab that transmits your kilometers and vehicle data to the central system.

If you drive from 1 July 2026 without a valid registration or without an active On-Board Unit (OBU), you risk receiving a fine.

 

Checks will be carried out automatically via:

  • ANPR cameras (automatic number plate recognition) on motorways and selected N-roads,
  • fixed measurement points connected to the toll central system.

 

Under current legislative proposals, the fine is:

  • €400 for the absence of a valid registration or a non-functioning OBU,
  • and can rise up to €900 in cases of repeat offenses or fraud (such as system manipulation).

 

Enforcement will be carried out by the ILT (Human Environment and Transport Inspectorate) in cooperation with the police.

 

To avoid fines, it is therefore important that:

Yes. Certain vehicles are exempt from the truck toll. These include:

  • Emergency services (such as police, fire brigade, ambulance),
  • Defense vehicles,
  • Agricultural and forestry vehicles,
  • Vehicles not intended for goods transport (such as mobile cranes or work vehicles),
  • and some special categories, for example for road or utility maintenance.

 

The full list of exemptions will be officially published later via the RDW and the Ministry of Infrastructure and Water Management.

 

There is not yet an application form available to request an exemption. This form will only become available once the legislation is fully finalized — expected during 2026, a few months before implementation on 1 July 2026.

The rate for the new truck toll has not yet been finalized, but the government has already indicated how the amount will be calculated.

 

The price per kilometer depends on three factors:

  • CO₂ emission class – based on the vehicle’s Euro class (Euro I through Euro VI). The newer and cleaner the engine (e.g., Euro VI), the lower the rate.
  • Weight category – heavier vehicles pay more than lighter trucks.
  • Type of road – the toll applies on all motorways and a number of major N-roads.

 

According to preliminary estimates from the ministry (see vrachtwagenheffing.nl), a 40-ton Euro VI truck will pay on average approximately €0.16 per kilometer. This amounts to about €8,000 per year or around €650 per month for a truck driving 50,000 kilometers per year in the Netherlands.

The exact rate will be determined later in 2026, through an official publication in the Staatscourant.

In most cases, no.

If you already have a Telepass K1 box, your device is technically ready for the Dutch truck toll. The K1 works on 4G, is EETS-certified (European Electronic Toll Service), and receives automatic updates as new countries are added.

 

What is required:

  • Once the Dutch toll is officially activated, you will receive an addendum (supplement) to your existing contract from Easytrip.
  • By signing this document, you authorize the addition of the Netherlands to your current coverage.
  • After that, activation is performed remotely — without replacing or reinstalling the box.

If you still have an older Toll4Europe (TollMaster) (2G model), it can still be used for now, but for future updates, an upgrade to the 4G model may be required. Easytrip will inform customers in a timely manner.

You can order it directly, so you can immediately benefit from automatic toll payment in more than 19 countries, including Germany, Belgium, France, Italy, and Austria.

 

For the Netherlands, the K1 is already technically prepared. Once the truck toll starts here, you will not need to purchase a new device. However, you will receive an addendum (supplement) to your contract at that time, so that the Netherlands is officially added to your existing coverage.

We expect this addendum to be available in early 2026. Customers who are already using a K1 will then only need to sign for the extension to include the Netherlands.

No, the Dutch truck toll is considered a tax, not a commercial service.
This means that VAT is not charged on the toll rates.

 

Collection of the toll will be carried out under the responsibility of the Dutch government, via a selected collection organization (similar to how it works in Germany via Toll Collect and in Belgium via Satellic, but in the Netherlands under government supervision).
As a result, the toll is regarded as a statutory tax based on kilometers driven, and not as a service subject to VAT.

 

Specifically, this means for transport operators:

  • You will not receive invoices with VAT for the Dutch toll.
  • You cannot include Dutch toll costs in VAT refund claims.
  • Foreign tolls (such as in France, Spain, Italy, Austria, etc.) remain subject to VAT and are refundable via Easytrip’s VAT reclaim service.

Yes, Easytrip Transports Services works together with Telepass and Toll4Europe, two of the largest European toll solutions that are already active in nearly all EU countries.
Both providers have officially registered to participate in the Dutch truck toll program.

The Telepass K1 (TruckMaster) and the Toll4Europe (TollMaster) are already technically fully prepared for the Netherlands.
The contractual and certification phase is now with the Dutch government. Once that is completed, both systems will be officially approved for use in the Netherlands.

This means that Easytrip Transport Services customers will automatically have access to the Dutch toll once the government confirms the connection.

No. The Dutch truck toll only applies to vehicles with a maximum permissible weight above 3.5 tonnes (categories N2 and N3).
Vans with trailers exceeding this weight may, however, fall under the toll depending on their RDW registration status.

Light commercial vehicles and vans are therefore excluded from the scheme.

 

However, if you drive a van with a trailer, causing the total weight to exceed 3,500 kg, you may be required to pay toll — this depends on the vehicle registration with the RDW.

The government expects that transport operators will pass part of the new costs on to their customers.
On average, the truck toll for a Euro VI truck amounts to approximately €8,000 per year.

 

To limit the overall burden, the motor vehicle tax (MRB) and the heavy vehicle tax (BZM) for Dutch companies are being reduced at the same time.


This helps keep the cost difference manageable for most transport operators.
