Dutch Truck Toll 2026 – Frequently Asked Questions

From July 1, 2026, the Netherlands will introduce a new kilometer-based toll for trucks over 3,500 kg. This toll will replace the Eurovignette and will apply to all trucks driving in the Netherlands, including those of foreign carriers. In this FAQ, you can read about what will change, who must pay, and how to prepare your vehicles for the new system.

The planned start date is July 1, 2026. From that date, the Eurovignette for the Netherlands will disappear, and all trucks over 3,500 kg (categories N2 and N3) will pay per kilometer driven on highways and certain N-roads.

The implementation is handled by the Ministry of Infrastructure and Water Management (IenW) in collaboration with RDW and Rijkswaterstaat.
According to the government, the project is on schedule, but potential planning risks are being considered because it is a large and technically complex system.

Can the start date still change?

It cannot be ruled out. The government has indicated that the preparation process is intensive and that there remains a small risk of delay.
So far, no official postponement has been announced, but sector organizations (such as Evofenedex) are monitoring the situation closely.

What does this mean for carriers?

It is advisable to assume now that July 1, 2026, will be the actual start date.
This gives you time to register your fleet, install OBUs, and properly set up all contracts.

 

With the Telepass K1 (TruckMaster) or the Toll4Europe (TollMaster), you are already prepared — once the Dutch system goes live, the toll can be easily activated via an additional addendum.

Yes. The Dutch truck toll applies to all vehicles operating in the Netherlands even those only passing through.
Both Dutch and foreign operators must register their vehicles and install an approved On-Board Unit (OBU) such as the Telepass K1 (TruckMaster) or Toll4Europe (TollMaster) device.
These boxes allow automatic toll payments in the Netherlands and across multiple European countries, avoiding the need for separate systems.

No. The Eurovignette will end in the Netherlands as of 1 July 2026.

From that date, the new truck toll based on distance, weight, and CO₂ emissions will apply.

In the remaining Eurovignette countries:

  • Belgium – already uses the Viapass system since 2016; the Eurovignette is no longer valid.
  • Denmark – introduced a CO₂-based distance toll in January 2025 and has left the Eurovignette system.
  • Luxembourg – continues to participate in the Eurovignette; the vignette remains mandatory.
  • Sweden – continues to apply the Eurovignette for heavy trucks over 12 tonnes on main roads and motorways.

Sweden also applies additional tolls:

  • Øresund Bridge (between Malmö and Copenhagen),
  • Sundsvall Bridge,
  • Congestion charges in Stockholm and Gothenburg.

The Telepass K1(TruckMaster) already covers these separate tolls, meaning no separate payments are required for:

  • Øresund Bridge,
  • Stockholm congestion charge,
  • Gothenburg congestion charge.

For the Eurovignette itself in Sweden:

  • It is not yet settled via the K1,
  • It must still be purchased separately via eurovignettes.eu.

Since the Netherlands and Denmark are leaving the system, some expect a price revision, but no official confirmation has been issued. When Belgium and Denmark left, pricing remained unchanged. For now, the Eurovignette remains in force only for Luxembourg and Sweden.

In summary, from 1 July 2026:

  • The Eurovignette is only required in Luxembourg and on Swedish motorways for trucks over 12 tonnes,
  • The Telepass K1 (TruckMaster) allows automatic payment for Swedish bridges and urban toll zones,
  • No separate tickets are needed for these routes.

Registration is handled automatically via an On-Board Unit (OBU), which records your vehicle data and kilometres driven according to your request.
Then Easytrip Transport Services ensures that your OBU is properly registered, activated, and linked to your vehicle.
Once the Dutch toll is live, kilometers are automatically recorded and transmitted for toll calculation.

Driving in the Netherlands without a valid OBU or registration after 1 July 2026 may lead to fines.
Automatic Number Plate Recognition (ANPR) cameras and fixed checkpoints will monitor compliance.
Fines start at €400 and can reach €900 for repeat offences or manipulation.
The Inspectorate for Environment and Transport (ILT) and police will be responsible for enforcement.

Yes. Certain vehicles are exempt from the truck toll, including:

  • Emergency services (police, fire brigade, ambulance),
  • Defence vehicles,
  • Agricultural and forestry vehicles,
  • Vehicles not intended for goods transport (e.g. mobile cranes or work vehicles),
  • Certain special categories related to road or utility maintenance.

The full list of exemptions will be officially published later by the RDW and the Ministry of Infrastructure and Water Management.

An exemption application form is not yet available and is expected to be released in 2026, several months before the introduction date.

Final rates have not yet been officially set, but the government has explained how pricing will be calculated.

The kilometer rate depends on:

  • CO₂ emissions class (Euro I to Euro VI),
  • Weight category of the vehicle,
  • Road type (motorways and selected N-roads).

According to preliminary estimates, a 40-ton Euro VI truck will pay an average of €0.16 per kilometer, equivalent to approximately €8,000 per year or €650 per month (based on 50,000 km annually in the Netherlands).

Final tariffs will be published later in 2026 in the Official Gazette (Staatscourant).

In most cases, no.

If you already use a Telepass K1 (TruckMaster), your device is technically ready. It is 4G-enabled, EETS-certified, and receives automatic updates.

What is required:

  • Once the Dutch toll becomes official, Easytrip will provide an addendum to your existing contract,
  • By signing it, you authorize the activation of the Netherlands,
  • Activation is performed remotely – no replacement or reinstallation needed.

Older Toll4Europe (TollMaster) 2G boxes remain usable for now, but a future upgrade to 4G may be required. Easytrip will inform customers in due time.

No. The Dutch truck toll is considered a tax, not a commercial service.

As a result:

  • No VAT is charged on Dutch toll amounts,
  • Dutch toll costs cannot be reclaimed via VAT refunds.

Collection will be managed under government responsibility, similar to Germany (Toll Collect) and Belgium (Satellic).

Foreign tolls (France, Spain, Italy, Austria, etc.) remain VAT-liable and can be reclaimed via Easytrip’s VAT refund service.
