Dutch Truck Toll 2026 – Frequently Asked Questions

From July 1, 2026, the Netherlands will introduce a new kilometer-based toll for trucks over 3,500 kg. This toll will replace the Eurovignette and will apply to all trucks driving in the Netherlands, including those of foreign carriers. In this FAQ, you can read about what will change, who must pay, and how to prepare your vehicles for the new system.

The Dutch truck toll is expected to start on 1 July 2026. From that date, the current Eurovignette will no longer apply in the Netherlands.
All trucks over 3.5 tonnes (categories N2 and N3) will be charged per kilometre driven on motorways and selected N-roads.
The Ministry of Infrastructure and Water Management, together with RDW and Rijkswaterstaat, is overseeing implementation.
While the project is on schedule, minor delays remain possible due to technical complexity.
It’s recommended that hauliers prepare their fleets in advance to avoid disruption when the system goes live.

Yes. The Dutch truck toll applies to all vehicles operating in the Netherlands even those only passing through.
Both Dutch and foreign operators must register their vehicles and install an approved On-Board Unit (OBU) such as the Telepass K1 (TruckMaster) or Toll4Europe (TollMaster) device.
These boxes allow automatic toll payments in the Netherlands and across multiple European countries, avoiding the need for separate systems.

No. The Eurovignette will end in the Netherlands as of 1 July 2026.
It will, however, remain in use in Luxembourg and Sweden.
In Belgium and Denmark, distance-based systems have already replaced it.

Registration is handled automatically via an On-Board Unit (OBU), which records your vehicle data and kilometres driven according to your request.
Then Easytrip Transport Services ensures that your OBU is properly registered, activated, and linked to your vehicle.
Once the system is live, tolls are calculated and transmitted automatically.
If you already use Telepass K1 (TruckMaster), Arianna2 (RoadMaster), or Toll4Europe (TollMaster), no new installation is required, you’ll simply sign an addendum when the Netherlands goes live.

Driving in the Netherlands without a valid OBU or registration after 1 July 2026 may lead to fines.
Automatic Number Plate Recognition (ANPR) cameras and fixed checkpoints will monitor compliance.
Fines start at €400 and can reach €900 for repeat offences or manipulation.
The Inspectorate for Environment and Transport (ILT) and police will be responsible for enforcement.

Yes, certain vehicles will be exempt, including emergency services, defence vehicles, agricultural and forestry equipment, and non-commercial or utility vehicles. The full exemption list will be published by RDW and the Ministry of Infrastructure and Water Management in 2026. We recommend you verify on the dedicated websites.

The toll rate will depend on the vehicle’s CO₂ class, weight, and road type.
Preliminary estimates suggest about €0.16 per kilometre for a 40-tonne Euro VI truck — around €8,000 annually.
Final tariffs will be announced later in 2026 in the Dutch Government Gazette (Staatscourant).

No. Telepass K1 (TruckMaster) boxes are fully 4G-ready, EETS-certified, and receive automatic updates.
When the Dutch toll goes live, activation will be done remotely after signing an addendum.
Older Toll4Europe (TollMaster) 2G devices remain usable for now, but upgrading to the 4G version may be required in future updates.

Once the Netherlands activates the toll, you’ll only need to sign a short addendum to include Dutch coverage, without replacing or reinstalling your device.

No. The toll is classified as a government tax, not a commercial service, so it is exempt from VAT.
Hauliers will not receive VAT invoices for Dutch toll payments, and these cannot be included in VAT reclaims.
However, tolls in other European countries such as France, Spain, Italy, and Austria remain VAT-applicable and refundable through Easytrip’s VAT refund service.

Both companies are registered participants in the Dutch truck toll programme and their systems are fully prepared for technical activation once approved by the authorities.

No. The Dutch truck toll only applies to vehicles with a maximum permissible weight above 3.5 tonnes (categories N2 and N3).
Vans with trailers exceeding this weight may, however, fall under the toll depending on their RDW registration status.

The government expects hauliers to pass some of the new costs on to clients.
The average annual toll cost for a Euro VI truck is estimated at €8,000.
To balance this, Dutch authorities will reduce road and heavy vehicle taxes for domestic operators, limiting the overall financial impact on the transport sector.
