All the significant changes in toll rates through the different countries in Europe in 2025

In 2025, toll rates across Europe will see significant changes driven by evolving environmental policies, regulatory updates, and economic considerations. Many countries are aligning their toll systems with CO₂-based pricing to promote sustainability, with new systems being introduced to incentivize low-emission vehicles. At the same time, toll increases will reflect ongoing efforts to modernize infrastructure and reduce urban congestion, with some regions imposing higher rates in busy urban areas to support road maintenance and reduce traffic. These changes highlight Europe’s continued focus on creating a sustainable and efficient transport network.

The main affected countries in toll rates

This is a list of the most impacted countries in the increase of price for tolling:

  • Hungary: NUSZ, Hungary’s toll operator, has announced an indexation of toll tariffs starting January 1, 2025. The infrastructure charge for Hungary’s toll roads will increase by 3.4%, aligned with the inflation rate recorded in August 2024. Meanwhile, the external cost charge will remain unchanged, reflecting the euro-forint exchange rate published in the EU Official Journal on October 1, 2024. This adjustment applies to the HU-GO Electronic Toll System and is intended to maintain alignment with current economic conditions. (learn more here)
  • Denmark, Luxembourg, the Netherlands, and Sweden: Starting January 1, 2025, there will be a 1.9% increase in toll rates across these countries. This increase is in line with regular inflation adjustments and helps support infrastructure maintenance and development.
