All the significant changes in toll rates through the different countries in Europe in 2025

In 2025, toll rates across Europe will see significant changes driven by evolving environmental policies, regulatory updates, and economic considerations. Many countries are aligning their toll systems with CO₂-based pricing to promote sustainability, with new systems being introduced to incentivize low-emission vehicles. At the same time, toll increases will reflect ongoing efforts to modernize infrastructure and reduce urban congestion, with some regions imposing higher rates in busy urban areas to support road maintenance and reduce traffic. These changes highlight Europe’s continued focus on creating a sustainable and efficient transport network.

Main countries affected by toll rate changes

This is a list of the most impacted countries in the increase of price for tolling:

  • Hungary: NUSZ, Hungary’s toll operator, has announced an indexation of toll tariffs starting January 1, 2025. The infrastructure charge for Hungary’s toll roads will increase by 3.4%, aligned with the inflation rate recorded in August 2024. Meanwhile, the external cost charge will remain unchanged, reflecting the euro-forint exchange rate published in the EU Official Journal on October 1, 2024. This adjustment applies to the HU-GO Electronic Toll System and is intended to maintain alignment with current economic conditions (learn more here)
  • Denmark: Tariffs will vary depending on the weight of the vehicle and the emissions, with tariffs in Low Emission Zones (LEZs) in different cities being 50% higher. Compliance will be enforced via scanners and cameras, with fines of 4,500 DKK (about 600 euros) (learn more here)
  • Luxembourg, the Netherlands, and Sweden: Starting January 1, 2025, there will be a 1.9% increase in toll rates across these countries. This increase is in line with regular inflation adjustments and helps support infrastructure maintenance and development.
  • Øresund Bridge: New tariffs will take effect on January 1, 2025, with prices rising by approximately 1.5%.

  • Storebælt Bridge: From January 1, 2025, truck toll rates will increase by about 2%.

  • Belgium: The Walloon Government has announced an adjustment to its tariffs, applying the kilometre charge to all vehicle categories (learn more here)

  • Poland: The tariffs in eToll are raised by 3.3 %.
  • Switzerland: The tariffs in Switzerland increase with 5 %.
  • Austria: Starting January 1, 2025, ASFINAG introduced a specific rate group for buses (M2, M3), offering a 25% reduction in charges related to transport-related CO2 emissions. The infrastructure fee was adjusted to reflect inflation, while the air and noise charges remained unchanged. The CO2 tariff component experienced a significant increase.

Overview of Changes:

    • Total tariff increase: Approximately 12.4%.
    • Infrastructure charge: Increased by 7.7%.
    • Air and noise charge: No change.
    • CO2 tariff component: Substantial increase, varying by vehicle type.

  • Alpine Tunnels rates will be increased by 1.35%.
  • Portugal: Portugal Abolishes Tolls on Key Motorways in 2025. As of January 1, 2025, Portugal has removed tolls from several major motorways, including the A22, A4, and A25, following a parliamentary decision aimed at improving traffic flow and reducing travel costs for motorists. Tolls will continue to apply in the Porto area and certain sections such as the A28, A41, and A42. This policy change will increase public-private partnership costs by €1.106 billion, which will be financed through taxpayers’ contributions. The decision aligns with similar measures in neighboring Spain and is expected to influence mobility and regional development across the affected areas. Learn more here.
  • Slovakia: Effective January 1, 2025, Slovakia’s toll network has undergone several updates affecting the T4E toll service SKmyt. Many existing toll segments have been divided into shorter sections. For instance, a toll segment previously spanning 5 kilometers is now split into two or three shorter segments, depending on the crossings along the road. Additionally, new highway sections around Bratislava have been incorporated into the tolled network. These include sections D01-066, D04-012, D04-013, and R07-004. These changes aim to enhance toll calculations and reflect the ongoing expansion of Slovakia’s road infrastructure.
