Status of compliance:
This website is partially compliant with the requirements set out in Annex A to the UNI EN 301549:2018 standard (WCAG 2.1) and the requirements of Annex A DM 5 July 2005 (WCAG 2.0) due to the cases of non-compliance listed below.
Inaccessible Content
The contents listed below are not accessible due to non-compliance with Law 9 January 2004, no. 4.
Images: Some images may be present without sufficiently descriptive alternative text (Success Criterion 1.1.1 – Non-textual content), which may prevent complete understanding by users with visual impairments.
Data Visualizations and Interactive Maps: Data visualizations in the form of maps and other complex interactive elements may not be fully understandable or navigable through assistive technologies (Success Criterion 1.1.1 – Non-textual content and 4.1.2 – Name, Role, Value).
This may limit access to information for users with visual impairments or who use keyboard navigation.
Multimedia Content: There may be video content without subtitles or audio content without adequate transcriptions (Success Criterion 1.2.2 – Subtitles), making it unusable for users with hearing impairments.
Text Content and Structure: There may be issues with the organization of information and semantic relationships within text content (Success Criterion 1.3.1 – Information and Relationships), which may prevent users who use assistive technologies from understanding the content.
Colors and Contrast: The contrast ratio between text and background, as well as between important graphics and background, may not meet minimum requirements (Success Criterion 1.4.3 – Minimum Contrast), making it difficult for users with visual impairments to read.
PDF Documents: PDF files on this site may not have been created in an accessible way, meaning that their content may not be readable by screen readers or their structure may not be navigable (Success Criterion 1.1.1 – Non-Text Content, 1.3.1 – Information and Relationships).
Keyboard Interaction: Some sections of the site are not fully accessible or navigable using the keyboard alone (Success Criterion 2.1.1 – Keyboard). For example, the site’s main menu is not usable using the keyboard alone, making navigation difficult for users who cannot use a mouse or similar device. Some carousels may not have clear buttons for navigation (for example, to move forward or back), making it difficult to explore the content.
Automatically Moving Content: Elements such as carousels and animated illustrations move automatically without offering a mechanism to pause or stop (Success Criterion 2.2.2 – Pause, Stop, Hidden).
This can create difficulties for users who need more time to read or interact with the content, and can be problematic for people with attention deficits.
Efficient Navigation: The site may lack quick links to jump to the main content or to avoid repetitive navigation blocks (such as menus and headings) (Success Criterion 2.4.1 – Skip Blocks). This lack may make navigation slower and more tiring for users who use a keyboard or assistive technology.
Visible Focus: Some interactive elements do not display a clear visual indicator when selected via keyboard or other alternative navigation methods to the mouse. This prevents users from easily identifying which element is currently active (Success Criterion 2.4.7 – Visible Focus).
