The Dutch Distance-Based Toll for Trucks: What It Means for Your Fleet

Published on 10.31.2025, by Isabelle Gacha

A new era for road charging in the Netherlands

Starting 1 July 2026, the Netherlands will introduce a new distance-based toll system for trucks over 3.5 tonnes.
This marks a major milestone in Europe’s journey toward smarter, greener road transport — and will officially replace the Eurovignette currently in use.

Unlike the vignette system, which applied a flat fee, this new toll will be based on the actual kilometres driven and the CO₂ emissions class of each vehicle. In practice, cleaner trucks will pay less, incentivising investment in low-emission fleets.

How the new toll will work

The Dutch toll will apply to both domestic and foreign-registered vehicles in categories N2 and N3.
It will cover motorways and selected regional roads, where tolls will be calculated automatically through On-Board Units (OBUs) installed in each truck.

To operate under the new scheme:

  • OBUs must be EETS-certified or nationally approved.
  • Only 4G-compatible devices will be accepted.
  • Toll rates will vary by road type, vehicle weight, and CO₂ class.

This setup allows full integration within the European Electronic Toll Service (EETS), giving international carriers the advantage of a single interoperable device for multiple countries.

What this means for fleet operators

For transport companies active across Europe, preparation will be key.
Fleet managers should begin evaluating their current devices to ensure they meet the upcoming technical and regulatory standards.

Key actions to take now:

  1. Review your OBU fleet: confirm that all units are compatible with the upcoming Dutch toll.
  2. Plan 4G upgrades: replace older OBUs that do not meet the new communication requirements.
  3. Stay informed: monitor updates from official authorities and Easytrip’s tolling experts.

Early action will ensure continuous operations, prevent penalties for non-compliance, and allow fleets to benefit from lower tariffs for cleaner vehicles.
